Seeking Management Analyst – Solid Waste & Recyclingfrom Job Listing
The City of Oceanside is accepting applications for the position of Management Analyst. There is currently one vacancy in the Solid Waste and Recycling/Zero Waste program within the Water Utilities Department. The Management Analyst will perform special projects and analyses, as well as develop and oversee all program standard operating procedures, administrative records, contracts, and compliance documentation. This includes supervising employees reporting to this position, including but not limited to counseling, training, and review of performance. The Management Analyst will be responsible for developing and implementing standard operating procedures and program guidelines for compliance and efficacy, and as needed provide supervising support to the senior environmental specialist and other staff as needed. Ensure high performance and a customer-oriented approach that supports achieving solid waste and recycling goals, regulations, contract compliance, and objectives. Actively work with individual customers and groups of customers to provide enhanced service information and regulatory enforcement follow-up, increase diversion of materials from landfill to meet regulatory compliance, and promote and implement effective contract administration/solid waste and recycling/zero waste and strategies. Prepare memos, staff reports, agreements and documentation for a variety of solid waste and recycling services, state reporting requirements and programs. Prepare grant applications that will further support programming and infrastructure implementation. Oversee, monitor and provide reporting for all grant-funded projects and contract funded projects. Participate in meetings, and stakeholder workshops on weekends and evenings as necessary. Attend local, regional, state and national industry conferences and meetings to maximize program effectiveness and share new findings. Represent the City at professional or industry group meetings and generally remain current on new developments in the field of solid waste and recycling, SB 1383 and other solid waste regulations, zero waste, circular economy, climate change mitigation and adaptation, utilities, and litter/marine debris prevention. Address more difficult customer relations situations involving upset customers, requiring a high degree of sensitivity and use of sound, independent judgment. Resolve complaints where appropriate. Oversee and perform the more difficult work associated with contract administration, regulatory compliance, customer billing issues and enforcement actions. Review account information and coordinate with customer service to resolve escalated disputes. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines and further provides support to other programs and Departments as needed. Experience: Three years of progressively responsible administrative, budgetary or analytical experience. Experience in administering programs in a governmental jurisdiction is highly desirable. Training: A Bachelor's degree from an accredited college or university in public administration, economics, business administration or a related field. A Master's degree is highly desirable.
