SCS Engineers was awarded two contracts with the City of San Diego. One to  assist with operations, monitoring and maintenance (OM&M) of the Arizona Street and South Chollas Landfill Gas Collection System; the other to comply with requirements of Assembly Bill (AB) 32 which  requires California to reduce its greenhouse gas (GHG) emissions to 1990 levels by 2020 and includes specific provisions for landfills.

Under the OM&M contract involving two inactive City-owned landfill sites, SCS will provide monitoring and reporting of the operations of the landfill gas (LFG) collections system wellfields, LFG
flare monitoring and reporting; perimeter gas migration probe monitoring, landfill flare source testing; instantaneous surface monitoring, regulatory agency liaison; compliance, permitting, and engineering
services; and other related as-needed services designed to protect the health and safety of the public, as well as the local environment.

The first regulatory program in the country to take a comprehensive, long-term approach to addressing climate change is AB 32. A major component of AB 32, the Landfill Methane Rule (LMR), requires
landfill owner/operators to reduce methane emissions through proper operation of landfill gas (LFG) collection and control systems and collect and report GHG emissions data in a timely manner. Under the
GHG contract, SCS will provide LFG modeling, emission calculations, and reporting; landfill flare gas monitoring and reporting; landfill flare source testing; instantaneous and integrated surface monitoring,
regulatory agency liaison; compliance, permitting, and engineering services; and other related as-needed services designed to protect the health and safety of the public, as well as the local environment.
