John Carlton has joined HDR as the solid waste consulting and planning practice leader, based in the Irvine office.  In his new position, Carlton will lead HDR’s waste program for Southern California and the southwestern United States, where he will partner with key clients to provide day-to-day services and offer greater technical support for their waste programs and key initiatives.
 
Carlton has 28 years of industry experience and comes to HDR from Gershman, Brickner & Bratton, Inc., where he was a senior vice president and solid waste management consultant. In addition to serving many years as a consultant, Carlton also spent nine years serving as executive director of the Pollution Control Financing Authority of Warren County, New Jersey, overseeing everything from a 448 tons-per-day waste-to-energy facility to a 1,000 tons-per-day landfill and recycling program. He managed multiple construction programs, and eliminated $83 million of debt over an eight year period.
 
Carlton is a registered engineer with a bachelor’s degree in civil engineering from Duke University. He’s a board certified environmental engineer by the American Academy of Environmental Engineers, and is a member of the academy’s solid waste committee.
 
A long-time member of the Solid Waste Association of North America, he has served as SWANA’s technical division representative to the international board, planning and management division director, and has served as both New Jersey chapter director and president.
