Midway Sanitary District announces the opening of their $3,000,000 Compressed Natural Gas (CNG) fueling facility located at 1441 Cedarwood Avenue in Westminster, CA. This state-of-the-art fueling station will supply CNG to its fleet of vehicles and refuse trucks while providing solid waste service to thousands of customers on a weekly basis. A portion of the funding for the installation costs came to MCSD through a $250,000 Clean Transportation funding grant from the Mobiel Source Air Pollution Reduction Review Committee. This new facility was value engineered and constructed by Diversified Project Services International, Inc. (DPSI), a general construction, engineering, design and inspection firm in Long Beach, CA. DPSI and their team of specialty subcontractors’ scope of work included piping and equipment installation, electrical upgrades, concrete and asphalt upgrades, a complete building renovation, and the installation of a new IMW emergency back-up generator. This new facility incorporates the latest CNG fuel dispensing systems capable of simultaneous time-fill fueling of 15 trucks and a fast-fill station. This project also included the installation of ventilation and safety systems needed for an urban CNG fueling facility located near a residential neighborhood.
Midway City Sanitary District was established in 1939 and provides curbside solid waste collection and recycling for 19,970 residences within the MCSD service area. “Last year, we celebrated 75 years of service to our community and I am proud to say we are starting our 76th year going green,” said MCSD Board Member Joy Neugebauer. MCSD is the only Special District/Government agency to remain using the in-house staff to provide the solid waste service to 100,000 people on a weekly basis, while keeping the cost of service at the lowest monthly rate for the surrounding area.
Federal and State mandates are requiring fleet operators like MCSD to reduce air emissions through conversion of their existing diesel vehicles to CNG-fueled vehicles by 2020. MCSD has been planning and budgeting for this project for the past three years. “We are cleaner, safer, more efficient, and one last thing, we are debt free,” said MCSD Board Member Margie Rice, “With no increase in cost to our community.”
The calculation of the annual Return on Investment (ROI) for the purchase, installation and operation of this onsite CNG truck fueling facility is based on the current fuel use of the 15 truck fleet, the cost of equipment at today’s prices, and estimates of ongoing operational costs when matched against the annual cost of using diesel as fuel. The estimated ROI for the District is six years.
