Mark Neblett, who has been serving as the interim director of Bi-County Solid Waste Management since June 2019, was appointed as executive director. Neblett has a 28-year work history with Bi-County SWMS. Prior to serving as interim director, he worked as the assistant director of compliance, safety, and development from 2017 to 2019 and as assistant director of operations for from 1992 to 2017.

In addition to 28 years of experience, Neblett is certified as a landfill operator through Tennessee Department of Environment and Conservation (TDEC), certified as a manager of landfill operations; manager of solid waste management systems and manager of construction & demolition through Solid Waste Association of North America (SWANA), has a Level 1 Certification through the Tennessee Erosion Prevention and Sediment Control Program and a 10-hour General Industry Safety Health Program Occupational Safety Health Association (OSHA) certification. He is also a member of SWANA.

“Mark has proven himself during his time as interim director. He brings decades of historical knowledge and experience to the position, knows the Bi-County team as well as the expectations and regulations from TDEC. He will be able to transition into the position without skipping a beat in landfill operations,” said Bi-County Board Chairman Jay Albertia.
